India's Steel Expansion Could Strengthen Long-Term Met Coal Demand

India continues to emerge as one of the most important long-term markets to watch for metallurgical coal producers as the country expands steelmaking capacity and domestic steel consumption.

India's Ministry of Steel reported that finished steel consumption reached 14.33 million metric tons in May 2026, up 9% from a year earlier. During April and May combined, consumption increased 8.7%, supported by demand from construction, infrastructure and manufacturing. India's crude steelmaking capacity is now approximately 220 million metric tons annually, with the country's National Steel Policy envisioning 300 million metric tons of capacity by 2030-31.

Importantly for metallurgical coal producers, much of India's planned ironmaking growth continues to involve coal-based steelmaking. Global Energy Monitor reported in May that India accounts for more than 60% of new coal-based blast furnace capacity under development worldwide, and that 93% of India's ironmaking capacity under development is planned to use coal-based technology.

India's dependence on imported coking coal adds another important dimension. In January, the Government of India officially designated coking coal as a "Critical and Strategic Mineral," citing its importance to the domestic steel industry. The Ministry of Coal reported that India's coking coal imports increased from 51.20 million metric tons in 2020-21 to 57.58 million metric tons in 2024-25, and that approximately 95% of the steel sector's current coking coal requirement is met through imports.

For U.S. metallurgical coal producers, India's expanding steel sector therefore represents an important market to watch. Continued growth in steelmaking capacity, substantial planned use of blast-furnace technology and India's reliance on imported coking coal could create opportunities for high-quality seaborne suppliers, including producers in the Central Appalachian region.
